What happens if I drill a not fully cured concrete

Asking in behalf of the customer, the concrete to be drilled is not yet fully cured (concrete is 28 days curing time, and just poured last Monday, probably just 4 days only after it was casted), might not even reaching 70% of its strength. what would happen if I would drill it and put HAS-U + RE500v3, but the test/load would later be done once the concrete is fully cured already after 28 days?

Based on ACI 318-14 Sec.17.1.2 and NSCP Ch.4 Sec 417.1.2, adhesive anchors should be installed in concrete having a minimum age of 21 days at the time of anchor installation. For adhesive anchors installed less than 21 days, it is recommended that the design Engineer should evaluate the anchor design based on concrete strength at the time of installation. It is also recommended to use the bond strength value for water saturated concrete. Site testing is also recommended to verify the fastening capacity.
