Based on your illustration, the hole diameter at the bottom is larger than what is required in the approval of the anchor due to the inclined drilling.
We have a technical document for large hole diameter using RE500v3 but only covers core drilled hole. Please see attached. In this document the maximum allowed holt diameter is 1.5d (d=threaded rod diameter). It is important to verify if the bottom diameter complies with the allowed maximum diameter. Note that this document should be used as a reference and an Engineering Judgement should be made or be required by the Engineer on record. In addition, onsite testing may be done since the installation quality should be verified.
